Representations and Certifications
Contracts: Prospective contractors must complete electronic representations and certification at http://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration (CCR) database. The representations and certifications must be updated as necessary, but at least annually, to ensure they are kept current, accurate and complete. (See FAR Subpart 4.12).
In addition, each offeror must complete the following additional representations and certifications and submit with their proposal.

Grants: Prospective grantees must submit the "Certification for Grants and Agreements" at http://www.onr.navy.mil/02/notice_first.asp
