DESC: The Naval Research Laboratory has a new requirement for
the fabrication, integration, testing, and delivery of a robotic
airborne sensor system (Dragon Eye System) that is intended
to provide threat detection and reconnaissance capabilities
to the United States Marine Corps Small Unit. Dragon Eye consists
of a man-portable, multi-role, 2 kilogram, hand-launched fixed
wing air vehicle, and a wearable Ground Control Station (GCS)
to provide control of, and receive intelligence from, the air
vehicle. The government anticipates award of two cost-plus-
fixed-fee contracts by May 2001. The two contracts will each
consist of a basic award for a period of performance of twelve
(12) weeks for technical and engineering support of the prototype
Dragon Eye System's final development with a level of effort
of 1440 hours. Each contract will have optional CLIN's to provide
Dragon Eye Systems, in increments of 10 each, for a total of
80 systems. Upon exercise of an option, the Dragon Eye Systems
are required within three months after exercise. This acquisition
is 100% set aside for small business. An industry briefing
will be held at the Naval Research Laboratory on January 30,
2001 at 9:00 a.m. Offerors who plan to attend must submit a
visit request by January 24, 2001 to: Naval Research Laboratory,
Attn: Code 3220.MS, Industry Briefing N00173-01-R-MS01, 4555
Overlook Avenue S.W, Washington, D.C. 20375. Requests may be
faxed to the following fax number, 202-767-0430. The visitor
requests should be prepared on company letterhead and must
contain the following information for each person attending.
Name, social security number, citizenship, purpose of visit.
Any substitutions/additions to visitor requests must be received
3 business days prior to the briefing. The classification level
of the visit is "UNCLASSIFIED". Questions will not be entertained
during the briefing. The handouts provided at the briefing
will be made as an attachment to the solicitation. The anticipated
release date of the solicitation, number N00173-01-R-MS01,
is February 2, 2001 which will be posted on NRL's website:
http://heron.nrl.navy.mil/contracts/rfplist.htm. Any questions
arising from the briefing or the solicitation must be submitted
in writing and may be faxed to (202) 767-0430 or by e- mail
to sandy@contracts.nrl.navy.mil. All questions will be formally
addressed and answered in an amendment to the solicitation.
All attendees must abide by the following to attend the industry
briefing: (a) One form of identification will be required (ie,
drivers license). All foreign nationals will be required to
show greencard. (b) No cameras, tape recorders, or other reproduction
devices will be allowed. (c) The Government reserves the right
to inspect all material, briefcases, etc. when entering or
leaving the Government facilities. (d) CELLULAR TELEPHONES
AND TWO-WAY BEEPERS ARE NOT PERMITTED IN THE BRIEFING ROOM.
(e) Each visitor will be required to sign in and out. Private
meetings or discussions with the Government personnel will
not be entertained. NRL uses Electronic Commerce (EC) to issue
RFPs and amendments to RFPs. This solicitation and any amendments
to it will be available via the Internet at the URL address
shown above. Paper copies of the RFP will not be provided.
