NRL seeks to identify organic coatings, or applique systems, to increase substantially the life of current maintenance practices.  NRL is seeking high-build products of 20 mils or greater for two particular scenarios: (1) topside maintenance painting, and (2) touch-up repair for ballast tanks and wet spaces.  Please provide any information in the form of Product Data Sheets, MSDS information, testing data and/or product history.   You may provide information on products that meet one or both applications.

(1) Topside coatings will be applied by ships force over SP-1 or SP-1/SP-2 surfaces.  There will be varying degrees of residual rust, salt, and moisture.  The intended service life is 24-36 months until the corroded surface might be more traditionally repaired in an industrial setting. 

(2) Tank coatings will be applied during an industrial availability by professional applicators over SP-3 or SP-11 hand-prepared surfaces.  Surface contamination will be controlled by NAVSEA Standard Work Item 009-32.  The exposure may include JP-5 fuels, potable water, or seawater.  The coatings will be applied as a local area repair to less than 5 percent of the total tank area to provide for approximately 10 years continued service life, thereby avoiding the need for 100 percent removal of the tank coating for blasting or recoating. 

For both products the salient characteristics include:
a. achieving 20 mils or greater coverage in 1 to 2 coats;
b. thickness retention over surface imperfections, e.g., edges;
c. surface tolerance;
d. low ionic permeability; 
e. nominal 1 hour workable potlife and 24 hour cure;
f. brush, roll, or trowel application; 
g. single component paint preferred, or plural component if provided in whole mix ratios or packages to support easy mixing;
h. supplied in 1 gallon or less for small area touch up;
i. compatible with silicone alkyd or polysiloxane for topside paints, or anti-fouling for tank paints;
j. preference for greater than 95 percent total solids but must be less than 240 grams per liter volatile organic compound; and
k. the system flash point must exceed 100 degrees Fahrenheit. 

These enhanced performance topside primer coatings and the tank and void coatings shall also be expected to meet the performance requirements of MIL-PRF-23236D, Class 7/Class 18, Grade B, Grade C performance test requirements.

Reference Number NRL-12-PW01, issued 12/22/2011, entitled Acoustic Vector Sensor Recording Nodes, is a request for information (RFI) issued by the Naval Research Laboratory (NRL) for information and planning purposes only. No awards will be made from the responses to this announcement. However, responses may be used to determine the appropriate acquisition strategy for a future acquisition.

 

The NRL Acoustics Division (Code 7100) is requesting information and rough order of magnitude (ROM) estimate of cost for acoustic vector sensor recording nodes.

 

Nominal characteristics provided in the specifications represent acoustic vector sensor recording node characteristics that are considered desirable to Navy sonar performance in littorals. Any proposed acoustic vector sensor recording nodes must meet or exceed the minimum acceptable value.

 

NRL requests information on acoustic vector sensor recording nodes that have comparable or better characteristics than those in the attached specifications. Product specifications are requested as well as data supporting minimum size, weight, and power consumption with maximum record duration over the desired recording frequency range.

 

If NRL decides to purchase these vector sensor recording nodes, NRL would contemplate a firm-fixed-price delivery order contract. Consideration is contemplated as eight units with the possibility of order up to 24 additional units over three years.

 

Examples of what key evaluation criteria might be included in a potential future purchase are 1) underwater acoustic vector sensor specifications, 2) record duration, 3) dynamic range, 4) size, 5) weight, 6) power consumption, and 7) cost.

 

Interested parties should submit the information requested herein, as well as a ROM cost estimate.

Reference Number NRL-11-LG02, issued 07/28/2011, entitled Shaft Life Advancements, is a Request for Information (RFI) issued by the Naval Research Laboratory for information and planning purposes only.  No awards will be made from the responses to this announcement. The responses to this RFI will be considered in the planning and definition of Maintenance Free Ship Technologies programs.  This is not a commitment to fund any effort submitted in response to this request.  The Government will not reimburse any costs associated with the development and submission of materials in response to this request. 

 

The main propulsion shaft is a critical component of a Navy ship; mobility is a key mission profile requirement. The operation of a rotating shaft that must penetrate the ship’s hull presents some unique engineering challenges. The hull penetration point must be sealed with a complex mechanical device that allows for rotation while, at the same time, prevents the ingress of sea water. The shaft must be supported by a complex system of multiple bearings that minimize friction and provide physical support. The shaft must be high strength to transmit rotational torque from the engines to the propeller. The shaft must operate in sea water, which is a highly corrosive environment.  Propulsion shafts represent a single point of failure; even on multiple shaft ships, all shafts are needed for full power and maneuverability.

 

The removal and inspection of the main propulsion shaft requires drydocking of the ship. This maintenance requirement is the primary driver in the establishment of the ten year drydock periodicity.  Drydocking takes the ship out of service for the duration of the maintenance availability. From the standpoint of cost and operational availability of the ship, the extension of the drydock interval is desirable. The purpose of this RFI is to identify component or process technologies that will eliminate corrosion and wear related degradation of shaft system components. Additionally, there is interest in monitoring and inspecting technologies that reduce the need to remove the shaft for verification of component integrity.

 

Recent and ongoing Navy efforts have identified several targeted areas for improvement in shaft materials, design, and management practices. These include:

 Additionally, developing technological advances in bearing and shaft sleeve materials along with developing a better understanding of the tribological parameters and constraints of seawater lubricated marine bearings is one of the key parameters for the Shaft Life Advancement program.

 

NRL is interested in white papers that address both the corrosion aspects of the shaft to shaft sleeve interface and enhanced tribology factors for the shaft sleeve to bearing interface as delineated above.  Collaboration and teaming between groups is encouraged to achieve the technical goals and manufacturing capability.

             

In concert with consideration of new technology and designs, the Navy has established goals which will also govern the development options.  While Technology Readiness Level (TRL) 4 or 5 systems are not necessary, the development plans have been established with the intent of making prototype technologies available for testing purposes during the Fiscal Year 2012.

Attendance is voluntary and not required to respond to this RFI. Objective

The intent of this RFI is to gauge industry interest, capabilities and relevant heritage experience to design, fabricate, install, verify and deliver a complete turnkey indoor Near-Field Antenna Measurement System (NFAMS).

As per the schedule please make sure it includes the estimated timeframe after contract award which the onsite work would begin.

Reference Number NRL-11-LG01, issued 07/26/2011, entitled RF Antenna Aray at 35 GHZ , is a Request for Information (RFI) issued by the Naval Research Laboratory for information and planning purposes only.  No awards will be made from the responses to this announcement.  However, responses may be used to determine the appropriate acquisition strategy for a future acquisition. 

The Naval Research Laboratory (NRL), Tactical Electronic Warfare Division, Integrated Electronic Warfare Simulation Branch (Code 5760) requests information and Rough Order of Magnitude (ROM) estimates of cost for design, component procurement, software development, and installation of an array of at least 8 antennas to upgrade an existing hardware-in-the-loop simulation facility.  This array will enable the simulation of a radar echo from a simulated target with control of the pulse time delay, pulse width, amplitude, and pulse location to an angular accuracy of 1 milliradian within the array.  NRL requests information on the design approach, major components required, and plans that would indicate the capability to deliver the array within 12 months ARO. 

The purpose of this RFI is to gauge industry interest, capabilities, and relevant experience and know-how for providing such a simulation antenna array.  NRL will be using responses and ROM cost estimates for determination of system design capabilities and affordability.

The Antenna Array Characteristics provided in Table 1 represent the minimum desired characteristics for the eventual installation.  Additional description of these requirements and the context of the existing simulation facility are provided in the Statement of Work which can be viewed in Attachment 1. The Attachment also addresses some design goals that are in excess of the minimum requirements.  One purpose of stating these goals is to indicate that a system design should not preclude such upgrades in the future.  In addition, it is desirable for an interested party to address these goals as options and provide ROM cost estimate for each.

In the information provided in response to this RFI, NRL requests component specifications (or means of accessing such specifications, such as the URL of COTS suppliers and specific part numbers) as well as other data supporting the capability of the design to achieve the performance requirements.  Installation of the antenna array would be made within the existing Central Target Simulation (CTS) facility, Building 210 at NRL.  NRL will provide some technical support to assist with the installation, as it will involve interconnection with NRL facilities.  Scheduling of such installation must be at NRL’s convenience since the facility is heavily used.  Acceptance of the installed array would follow successful demonstration of performance, as per an acceptance test plan proposed by the developer with the participation and concurrence of NRL.
